          I didn't know shuttles/fighters could damage Sector HQ's. I would have said it can't, since it's not on a ship/dragon/psy/etc.

 Shuttles and fighters are special types of equipment cards, they can
 move around through space and so can shoot at SHQs just like ships
 whereas bases cannot.
 
 The E7 Technical Display can be played to bases and allows them to
 target SHQs but I don't know if it can be used on another piece of
 equipment, so I'm looking it up.
 
 the text of the accelerator says its played to any star system or planet
 card.  So it seems clear the accelerator is played to a terrain whereas the
 technical display is played to a ship of base.  On the surface that seems
 to make it a no-no.
 
 I would think though, that you could use a base to do this...
 
 Use an R/T2 asteroid shield to protect your base, then slap an artificial
 landmass on the asteroid shield.  Now you've got a big nasty planet that
 can fly around on a ship so then you play the accelerator to the asteroid
 shield, so you get a 20 strength accelerator on your asteroid that is
 defending your base, and then you put the E7 tactical display on the
 base which then would let the base target an enemy SHQ wth the
 accelerator on the asteroid thats on the base.

 A Shuttle/Fighter can only fire on a Sector HQ only when it is played to a Ship (or Dragons or Psy... but you can't play Shuttles to Dragons or Psys).
 
 The E7 Technical Display specifically says it's played to a ship or base.
 
 The Accelerator isn't played to a ship, dragon, or psy so cannot target the Sector HQ.
 
 Again... the Accelerator cannot be played to an Asteroid Shield because it's not a "Star, Dwarf, or System."
 
 Now, whether or not a Base played to an Asteroid Shield played to a Ship can target a SHQ is another question... technically the Base isn't played to the ship, and the rule doesn't say "played to a card stack" but rather "in play on one of [ship, dragon, or psy] cards" and the base isn't actually in play on the ship.
