Sorry, but I do not like the idea at all of seperating the cards to race specific. There are other options that could be created which would change the ratio of usage. 1) limit usage. simuliar to the strength stocking rule. 2)New card class which mounts to SHQ giving immunity to specific strength luck cards.3)revamp some cards. The luck demon is way too powerful IMO. Revamp it to "eat" 2 cards making the fleet immune to those card specific.

I agree there should be some more empire specific cards, but I also agree
with EP here that some basic card functions should not be made empire
specific. After all, who doesn't use R/L3 Unlucky Targeting? The only
reason I ever use less than 8 is when I replace them with something better,
like R/L6 Lucky Maneuver. These kinds of things should be available to
every empire.
