What gives the time skip this special ability?
you could react to a card function that gives an extra card draw, but then you would have to rule on what happens to the cards that were already drawn and placed into the hand (out of play). icky.

The Time Skip can react to a card draw.
Which is why the Time Skip should never have been created.
Too many unanswered questions.
Knowing how the company created cards, it is possible that this card was never even play tested.
But, to answer the question as to what happens...
If the Time Skip was played on the Cessation of Time, you would draw cards as normal. When the Time Skip expired and the Cessation of Time came back into play, no longer having a viable target, it would be discarded.

But there's rarely anything to react to in the draw cards phase that would allow the Cessation of Time to be played in the first place.

As far as not being able to be used in reaction during the Draw Cards phase, the rule on the card should take precedence; it states that it CAN be played in the Draw Cards Phase, but does not HAVE to be.

I would have to agree with dizzydemon on this. But I would defer to Geko on
this since he was around when these cards were designed in the first place.

Cessation of Time was designed to stop card draws. Unfortunately, it was created in Time Gates, and was not reprinted, so its wording is not what it should be.
It should have been able to stop card draws at any time, then it might have been useful.
As it stands, it only stops a player from drawing cards at the end of his turn.

That's the way we have always played it in our group. It takes affect at the
end of the player turn during his/her card draw phase.

Then you choose to simply ignore the possible second function as listed on the card. Hmmmmm.
