When a pirate ship moves against a combined terrain ,that includes a White Dwatrf, to steal points, does the pirate steal the face value of the combined terrain or from the doubled value of the combined terrain?

I believe that the ship would be a negative modifier.

So, the terrain controller would double the terrains output first, and then "payoff" the pirate.

My call is that since there is no activation cost for the white dwarf that it always double the output of the terrain on which it is on. The terrain controller really doesn't have a say whether it is doubled or not. So in the case of a pirate no big deal but in the case where an H3 nuclear incident or o4 flood takes place the dwarf works against the controller.
