The B9 Custom Base reads:

-Double the energt output of the terrain on which it is located

The S7/B2 Aqaaran Producer reads

Used for supply production between galaxies.

-Doubles supply of a terrain in the fleet.

-When on terrain is considered a base (may move during allocation phase)

Does the producer double the supply of the terrain it is on or does it double the supply of any terrain in the fleet.

It doubles the supply of the terrain it is on. The x2 multiplier is a terrain modifier.
