Can this card be used in a non Psycanti Visonic deck? The card reads:

-Played to an opponent fleet.

-Opponent must provide this card with (4) repair points(before research can be applied) or all non psy crew in the fleet do not function.

-Discard after reasearch points equal to its strength are applied. Also, on the turn played does the opponent crew not function since no repair has been applie yet?

-Well, i see nothing on the card prohibiting it from being stocked in any particular type of deck so it should be able to go anywhere. The "Psy" in the title should not make it a Psycanti or Visionic for Empire purposes as it is not titled in either empire name.

The second card rule should (as most card rules do) take effect when played or in a subsequent Card Play phase. I would say it takes effect immediately unless opponent can apply the 4 repair in reaction somehow. That's the way it reads to me at least.
