I don't have time to look up and quote the exact rules and I really mean this in a 'tongue in cheek' manner - but I thought this was an interesting observation.

We all know the adage that '...card rules supercede the rules from the rule book...' - with that thought in mind consider the following.

I believe the rule book says that Bolaar and Vektrean races can use foreign technology freely and that - with the appropriate card - they can use exclusive technology (ie: equipment cards).

The cards which this rule allows them to use typically say something like '...exclusive [insert race] technology...'.

Has anyone ever noticed that a card like R/E9 Hologram says that it is exclusive Clydon technology - meaning no one other than Clydons can use it? The card rule - according to the adage - over rules the rulebook!

Does this mean that the Bolaar and Vektrean races can't actually use the exclusive tech because the cards over rule the rulebook?

The way the group I play with dealt with this issue is that unless the card
says something like "May only be played to a XXX ship" then Vektreans
and Bolaar can use it as long as they have something that lets them use
foreign tech. Since they already get to use foreign tech, with something
that lets them use foreign tech then can then use exclusive tech. Again,
unless the card specifically says that it can only be played to etc. The only
example I can think of this off the top of my head is an E6 Variable Plasma
Refit, which specifically says "Can only be played to a ship with a Variable
Plasma System". This means only Corporate or Corporate Pirate, not
Bolaar or Vektreans, because none of their ships have a Variable Plasma
system to begin with.

All Foreign and Exclusive Tech cards are Foreign or Exclusive to one particular empire (with a couple of exceptions which are foreign to all empires). Note that the rules for Adapted technology specifically state "can use foreign technology of other empires," so a Bolaar or Vektreak (or any other ship capable of using Adapted Technology) can use Foreign and Exclusive cards of other empires.

I can think of a few other cards which are neither Foreign or Exclusive Tech, but rather limited to a specific empire or type of ship. e.g. all Empire specific Fighters, the E1/E5/E9 Mechad Nodes, Argonian Hull Rotation, and probably several others.

Question, i cant find the rulebook for exact wording.... so.... Is exclusive technology limited to the specific deck.  Just as case in point.. is the Hologram limited to clydon decks??? If so, then it cannot be in a bolaar/ vek deck.  I know I advanced in a local tourney this way.   All decks had to be according to the rules, any decks challenged could be eliminated from the tournament.  I challenged a bollar/indirigian deck that had an E3 clydon energy armor(foreign technology).  But according to the rules, The title "clydon" limited it to clydon decks.  The E9 hologram however is exclusive clydon technology but does not have "clydon" in the title and would most likely be allowed in any deck providing a card allows the ship to use it.

Correct. Cards with an empire name in the title or ships with an empire background are considered to be part of that empire and can only be used in a deck of that Empire.

The E9 Hologram doesn't have an empire name in the title, so can be stocked in any deck. Since it's exclusive tech it can only be used on ships which allow the use of Adapted Technology.

I appreciate all of the answers and I think I understand the whole 'foreign' technology thing better now.

However, you have to admit that the idea of the Vektreans and Bolaar not being able to do what they are supposed to do is funny.

Or am I the only one who gets that?
