Question, Since Vektreans and Bolaar can use anything when equipped with something that gives them the ability to use foreign tech, could they in theory get EMF from adding nodes which are mechad only?

NO.  First off on the equipment cards the rules state they may be only played onto mechad ships, though I would allow it on the B6 Mechad Power Base.  Also, shields and nodes do not mix.  And Also in the rule book Under OTHER KINDS OF POINTS " Node points are used only on Mechad ships.  Energy allocated to the Mechad ships emf is mutliplied by the number of nodes to determine the strength of the emf( see the mechad rules)"

The Second flaw to your theory is the Veks and Bollaars can use foreign tech.  Distribution nodes are exclusive Mechad technology, which even if your group allows this you would still need a card that would allow exclusive tech to be used as foreign tech, not sure but some C class cards allow this.

I agree with Eaglepreacher. Note that the E1 and E9 from Universe Edition don't even say they're Exclusive Tech, they simply state that they may only be played to a Mechad Ship (it would also appear that they cut & pasted the text from the E1 onto the E9, as the E9 text states it only gives one node point). The E5, while it says it's Exclusive Tech, also says "Provides a Mechad ship with..."

I also agree about allowing the Mechad Power Base to use the Distribution Node cards - when Universe came out there were no Mechad Bases, and probably no plans to make any, so they didn't think to say "Mechad Units" instead of "Mechad Ships."

In the 2.0 rules it states

BOLAAR PIRATES: The Bolaar Pirate Clan is a lesser empire which turned to piracy to survive. They often hire out their ships for use by the other empires but have a reputation for treachery and self-interest. Like the Vektreans, they are known for adapting all kinds of equipment and technology for their own use.

- Bolaar ships can use adapted technology: Bolaar ships may use foreign technology cards without any restrictions. In addition, an exclusive technology card may be used on a Bolaar ship if that ship possesses a card that would normally provide the ability to use a foreign technology card.

Its the same for Vekrean. 

So lets say you have a Bolaar ship with a science officer aboard, you can now use exclusive tech. Now you put a mechad node on it because the rules say you can, what does it do?

This is a murky area, since the rulebook seems to contradict itself here.
However, card text always over-rules the rulebook, and since the cards say
things along the lines of "only played to a Mechad ship", then no, Bolaar and
Vektreans can't use them.

You still cannot use the the nodes since shields and nodes do not mix.  The exclusive tech would refer to equipment such as the R/E9 Holgram which states exclusive clydon technology, but in your case you can use it.  The Node cards still states may be played ONLY to a mechad ship which stillexcludes the bolaar and vektrean ships you wish to enhance.  Exclusive tech usually refers to weapons in most cases but not always.

that is what the card says, and since Exclusive tech on a card is the only way to determine weither its actualy exclusive or not means that it can infact equip it because its not contridicting the rules. Weither or not anything happens is my question. Does it get EMF and shields? or does it simply sit there and look pretty?

Yup, that's what the Universe Edition E5 Distribution Node says. That's also what the E1, E5, and E9 Distribution Nodes said in Primary Edition. However, in Universe Edition the E1 & E9 were corrected to say:
- May only be played to a Mechad ship
- Provides the ship with 1 extra node point
- Ships are limited to a maximum of 3 extra nodes from refits

That the E5 wasn't corrected in UE should be considered errata (and note that the UE E1 & E9 have the exact same text, even though the E9 is supposed to give three, not one, extra node points - more errata).

None of the cards should be considered Exclusive Technology, they should all be considered as saying "May only be played to a Mechad ship" - or more liberally "May only be played to a Mechad Unit."

You are incorrect. You cannot play a Distribution Nodes of any strength to a
Bolaar or Vektrean ship, not because it is exclusive technology, but because
as I've said, and Eric has so completely elaborated upon, the card text says it
can only be played to a Mechad ship.

Card text always over-rules the rulebook, so that is the end of the story.

I don't mean to be an ass here, but it doesn't seem, despite the best efforts
on all our parts, (including Geko, who used to work for Companion Games),
that you're understanding why Bolaar and Vektreans can't use Distribution
Nodes.

Actually the overriding rule here is that you can't combine shields with
nodes....that should have ended the discussion immediately. You CAN
however use an E6 Distortion Cannon refit on Bolar VERY EFFECTIVELY!!! :)
Try one on a S8 Battleship and then add an E6 Heavy Weapon refit for 8 (yes
eight) distortion cannons MUUHAHAHAHAHAHAHAH!!!!! But even worse
then this...Do the same thing with a Hyper Space Detonator for 64 points of
damage....
