Does R/L8 Targeting Error change ownership of a volley?
Can the final target of a volley that is affected by a R/L8 Targeting Error be
retargeted? Does it matter who the final 'owner' of the redirected volley
was?

Theway we always played "retargetting" was the original target is the target of the volley. If the volley is intercepted, redirected or cancelled, then the original target cannot be retargetted again but the target that took the first volley is open for reprisal volley. Eg. If you target My Flagship and I use an escort to stop the destruction of if but you do not destry either. then you may NOT direct another volley to the flagship but the escort is fair game.

The "ownership" of the volley does not change.

Suppose the R/L8 Targetting Error ends up causing 6 points of damage to
the Sector HQ of the firing ship's player. Would the person playing the
R/L8 get a card draw? Or would nobody get one?

Noone gets a card draw. The victory celebration is when someone score six points on anothers Hq. The firing player doesnt get it because he did'nt score damage to another's Hq but to his own. The person playing the R/L8 does'nt get it because he did not fire the weapons to cause the damage.

We actually played it that the person playing the R/L8 WOULD get to draw a card.

Yeah....I would agree with Geko on this one...the R/L 8 player is making a
strategic play that results in damage to an intended target...albeit in a
roundabout fasion...but the results are the same....
