I have been in touch with Tony.
He had the following to say:
"To my knowledge, my collection is still the largest, most complete collection anywhere. And certainly my collection of promos is second to none. I have a VERY LARGE number of my promos and quite a few sets of everyone elses since [Companion Games] allowed the automatic trade on a one for one card basis. The offer would need to be a serious one for me to even look at it."
He also said, he is not interested in selling his entire collection at this point. But might be interested in selling the promos (to multiple sources).
So, like I said, Tony has very little time to deal with this, unless you are serious about making an offer, he will not even reply.

By serious offer, does that mean you'd like me to make a list of what I am looking for? There's a large list of promos I'm after, and I'd be willing to pay up some cash for them.

Well, it is safe to assume that he has what you are looking for.
A serious offer means don't offer to pay him a dollar for one card. It isn't worth his time. He doesn't NEED the money.
