Weigh in on what you believe to be the most under-rated card.

-Howdy. While the topic title and message are asking for different things, in my personal (very limited) experience in playing against Galaktische and reviewing the (very limited) number of decks listed in full, i would say the R/O1 Time Compression isn't in many decks at all but can be of great use in duels to slow down the opponent.

After reading some of the Allied Races, I believe the Novas and Ion Storms will be making a comeback. The Erodi use them and I'll be adding a bunch to my Tufor deck to test them out.

-Those penguins suck, but as i've seen them several times i'm not sure they are underused or underappreciated in my area (of a whopping two players). they sure can sway a duel.
On the subject of penguins (and not to derail this thread intentionally) but can a R/M1 sext web crawlers kill them, or are they immune to damage.

M4 Space Penguin, definitely. You can stop a whole side of the table from taking turns, if you and a bud plan on it.

Most underused and under-rated cards IMHO are:
M3 Shield Fiend
O2 Hull Breach
You drop someone's shields with the Fiend, then drop the Breach on them
to get rid of that nasty little Senior Admiral and the E9 Shroud on that
Bolaar Flagship... :D

A lot of people really underestimate the Shield Fiend too. I pointed out to Verc that the fiend affects CARDS with shields, so it is good against promo terrain, Psys, and Comedy Clubs. :)

The C1 Luck Guy, when increased in strength can buy back L cards out of the discard pile.

And the C-1 Sales Rep can add an interesting twist to the game, depending on what packs you're opening. Harry preferred Time gates, while I use Piracy.

That's why when I use a Luck Guy I always try and slap an A9 Accidental

Usually, you can get by with a Lieutenant and a Galactic Trade World to boost Mr Luck Guy. I never need to buy back a Level 10 luck card, but damn if it isn't nice to buy back Twist of Fate and Targeting Error.

I always liked the a7 Improved automaton, gets me to the strength 8 for the cards wolfies pointed out and isnt killed when the location is destroyed. when promoted or cloned gets me most the cards I want from discard.

Oooo, here's one:
O-5 Political Upheaval onto T-4 Reactionary World. Completely shuts the card down, and I can stock as many Upheavals as my opponent can stock RW's.

Also when your retrieving your luck cards you can be retrieving your crew also with the R/L6 distress beacon, then add a time portal.
Can you say big target! but a hell of a lot of fun.

O4 Invasion also works for disengaging the RW.

And, check out the O4 Fleet Disjunction for duels in particular.

That is because the O1 slot is the Time Skip, and why would you run more than one O1?

M4 Space Penguin.
Another card I do not like. Prevents you from taking a turn, while your opponents get to take multiple? Talk about unbalanced. GE is not a game where you can survive that type of onslaught.

True, and I thought 'And now for something completely different' was bad. The SP's, along with all other CCN cards should have been relegated to Ha-Ha Tourneys, and never been allowed in Sanctioned Events.
They should have been treated like MtG's Unglued/Unhinged series, and that's that.

In our group we sometimes play team games, and one thing I've been
wanting to do is have two players on a team each with penguins in their
reserve...

I don't think it needs to go to that extreme.
There are just certain cards that are more unbalanced than others.
