After looking over the cards I've managed to find on Ebay, I've noted a few empires(or race-names) mentioned in flavor text that aren't actually represented by a faction.  From most often seen to least:

 

Voldigar:

3 crew and 1 ship,  Voldigar were been mentioned most recently in Universe Edition, where the ship(S4(5?) Independant Pirate ship) was printed.  The first cards(generic crew) stated to be Voldigar were printed in Alpha.  They kinda remind me of Federation(Star Trek) crew members.  The ship isn't anything special  compared to most empire's ships it's cheap but weak.  Decent phasers, but no heavy weapons.  Oddly, the ship is pictured on the Box for universe edition.

 

Mazgar:

1 generic crew, and 1 Bolaar crew.  The generic crew is C5 Captain(Primary edition, the UE version appears to be Clydon).  The captain is the only source I've found for the name.  The C4 Pirate Captain looks nearly identical except for gender, but the card uses a Bolaar template.  Fun!

 

then there's Rhonkrek, but only one card mentions that race, or even looks like it.....

 

I was wondering if there was ever any official plans for those.  Pakta'don were first mentioned on one of the Universe edition Boarding party cards.  Either way I'm thinking of doing a fan-expansion for them.  Probably do the Mazgar as Allied - Bolaar, not sure about the others, but I'm definately interested in doing something with Voltigar.

no, there were no plans for any of the races/empires mentioned.

Hunh... I suppose that explains why most of the references to them are kinda old. Most, 2 of them were in universe edition.  any idea why the ship was on the box?  just a random artwork thing?  IE "that looks cool! we'll stick that on the box."

so: Mazgar, Pirates allied with the Bolaar.  Maybe thematically as a way for the Bolaar Government to augment their "plausible deniability".  IE "It's a different race.  What makes you think we're involved?"  :D

Voltigar, remind me of the Federation more than anything in Galactic Empires.  Hmm... who doesn't have an allied race? (Besides Corporate)

with the Corporation.

Looks cool? The reason a piece of art was used on a box was financial. He
tended to put things he owned entirely (no royalties) on boxes. Many of the
early art was drawn by a relative and he used that art effectively for free.

Yeah I've heard of that rule, and like it.  It's why I decided to treat the Corporation as if they do have an allied race.  I just can't think of a decent "ally" for them.  I did think of a Heavy Weapon though.  Pulse Phasers!  :)

 

So he did it to save money?  Doesn't really suprise me.  Selling things is about money.

Actually, Tony, the Universe Edition box top was a composite shot. Of three different pieces of art. We had to pay royalties to each artist.

It looked cool so we used it.

What we did a lot, to save money, was to use second hand art. Going through old art by an artist, and using that. Many pieces of art in GE were used elsewhere first.

Take the Leopan images, they were first the covers of books by C. J. Cherryh.

another is how there are several cases, most notably timegates, where a single painting is done and peices get used for the card arts.

 

I was thinking about the Voltigar and decided that "Pulse Phasers"  would be unnecessarily confusing as a heavy weapon.  Thus they're the same as regular phasers fo most purposes.  And as a heavy weapon I'll go with plasma torpedoes. (or maybe go and look it up to see if a similar name has been used)  As for what Pulse Phasers are good for....  I'm thinking about doing something similar to the Corporate Shroudweb, but instead of preventing damage it'll give the ship phasers that (as long as the device is active) are rearmed at the end of each turn.

 

Er... I am understanding it right?  Phasers and X damage points are rearmed for free during each allocation phase right?  The idea here is that the device(let's call it Phaser Capacitor) causes the Pulse Phasers to be rearmed at the end of each turn.

As long as you engage the unit, yes.
