My gaming group recently had a game where a player played the T3 "Alternate Universe" card.  The card reads,"-Each turn, during the Allocation Phase, exchange the resource point output of any two terrain stacks in play for 1 complete turn.

-May not be combined."

The player in question then swapped the production points of another player and swapped it with his Alternate Universe card itself, which of course produces no points at all. 

Simple question:  Is that a legal play for that card?
