Cessation of Time is an O8 reaction card with the rule "- When played during
an opponent's Draw Cards Phase that phase is ended."
problem is there's not normally a reaction trigger in an opponent's draw
phase. So what do I play this in reaction to?

i take it as you are reacting to his final step of drawing cards. hes taking the action of drawing cards, and you react to that action. part of the whole process of steps in a turn.

The rule book specifically states that anything can be reacted to, even card
draws.

There is also the point that card rules take precedence too. Whatever the rulebook says, if a card can only be played at a specific time, well then it obviously can be played at that time.

Yep, Mog is right. Checked that a few days ago when I was Instant Reacting a TAS.

To use anything in reaction, you need a trigger. U2.0 defined this:
"- The following things can be reacted to: Point allocation, a card being
played, a card action, weapons fire, and the discarding of cards during the
Discard Phase. "
This card implicitly creates a new trigger at the beginning of the draw phase.
(Cards that do this usually have wording like 'played in reaction to...'
somewhere but oh well)
Instant reaction doesn't create a new one.

I'm not surprised. The 2.0 rulebook is considerably lacking in a lot of areas. I find myself going back to Primary rulebooks to look up older stuff that was overlooked in 2.0

The act of drawing cards is the trigger for this reaction card.
