If you have a crew at one location and they completed their action, How many card plays to pick them up and transport them to another location. (1 or 2) Do they first return to the fleet?

Do you mean if your crew goes to an opponent location to perform an action? I'm not sure what you're asking.

If your crew has gone to a location and finished there(needing Transportation) Then you want to send it to another location ,Does that require 1 or 2 card plays to then go to another location to do another action? Does it have to return to the fleet or can it jump from place to place? Does the transportation once it is aquired stay with the crew or do you need to get new transportation to move them and if so is that another card play?

Could you give an example of which crew you would be wondering about? Most of them say 'May go on a there and back mission' or 'May change location during.'

If you had a C9 Admiral on a ship in your fleet, and wanted to move him to another ship, you'd use a card action that allows you to move a crew from one location to another. A shuttle, transporter, etc. are examples of this.
It doesn't cost card plays, per se, but rather card actions. You may have to play cards if you don't have any that can move crew in play.

I was thinking of a C9 Vektrean Admiral. She states: An Admiral provides the following benefits: 3 points less damage each opponent volley (at location) -3 less supply points required (anywhere in the fleet.) I was thinking in terms of transporting her to a base to absorb vollies. That done transporting her to another location in antisipation of an attack there. Would she have to return to the fleet before she could be transported to another location? How many card plays or and card actions would that require?

Well, since you are transporting her around in reaction, you'd need fighters/shuttles/transporters played in reaction to move her here, there, everywhere. Doing this on someone else's turn doesn't require card plays, but moving her around on yours would.
