Each of the later sets had a card that dealt specifically with this "disease". If your opponent is drawing cards like crazy, try stocking these cards in your deck:

T4 Dark Mountain (Invaders)
R/O5 Stolen Technology (Piracy)
C3 Negotiator (Persona)
R/M8 Temporal Conscience (Piracy)
H10 Cosmic Cataclysm (Promo)
H1 Cosmic Cataclysm (Advanced Tech)
O7 Quantum Occurrence (Time Gates)

And to a lesser extent L10 Political Intrigue (Powers of the Mind)

There are possibly others, but that is what I recall off the top of my head.

Thanks guys. I knew I was missing a big one (Temporal Conscience), but just couldn't get a handle on it.

The ones Wolfie suggested will work as well since a majority of the big draw cards are both Occurance and work off of the Discard Pile (check out Discard Equivalency)

-What about Quantom Occurence? An O7 i think (internet at work too slow to get on card museum atm) that makes opp draw down to 9 then discard an additional card. Cannot be played in reaction but another possible weapon there for larg enumber of cards in hand after a mega-draw.....Lobo

The O7 and the M8's fit in reserve fleets nicely, too.
