theres the surak breed that lets you play a card every opponent card phase A. (has to be the strongest in play though).  and takes no action until your turn. but at least gets a card out there for ya. theres another one to, i cant remember it though.

A10 Techno Sorcer allows you to play a card prior to points allocation. This allows you to engage it (by paying its cost) on the turn it was played.

Does that do what you want?

Why do you want to know? Got some top secret deck tech we need to be afraid of?

R/L8 Advanced Preparedness can help you get one out on your opponents turn so it's there for yours. If you can react to your own actions with it, you could play it on your turn too.
