If you are having problems with this little nuisance, try the following cards:
O4 Invasion
- Disengages the terrain it is played against until engaged crew are in play on that terrain equal to or greater then the strength of the invasion.
If the terrain is disengaged, your opponent cannot use its functions.
C4 Robber Baron
- May be played against a terrain.
- When in play on a terrain card of equal or lesser strength, the controller of this crew controls the terrain.
What is great about this one is if your opponent tries to play a reaction card to prevent you from taking over Reactionary World, you can use its ability to stop him.
Both are the same strength as Reactionary World, so you will have an easy time getting these defenses out of your reserve fleet.

Does the C4 Robber BAron require that you play Nobles as either the main or allied empire?
Not a big difference but it counts agaisnt the number of allies you can support.

I don't know... those cards might work for a turn, but they don't seem all that hard to get rid of. And I don't have any of those cards. :(

Nobles are listed as a major empire. I thought that we downgraded them to minor empire status. Can someone please check GF#3? (GF#2 still has them listed as a major empire).
Their history is that they were part of POT nobility, so, now that I think of it, it doesn't make much sense history-wise to downgrade them to minor empire status. It makes a hell of a lot of sense to do it from a play perspective.
If they are a major empire you cannot do this trick unless you are playing them as your main empire.
If they are a minor empire, you have to stock them 1 per 4 crew, like you would Time Knights and other minor empire cards.
If they aren't a minor empire, then I think they should be, otherwise noone will ever play them.

The Robber Baron can be extremely difficult to get rid of, but, it is only suppose to be a temp fix, until you can blow it out of the sky. :)

Okay, we did it with the Allied Forces. **phew**
Nobles ARE a minor empire. So, if you have 4 crew in your deck, you can stock one Noble.

No.
- Cards that are yours but under the controll of another player or cards that you cannot control because of the effect of a card played against that card may not be voluntarily discarded (not even by that other player) until you regain control.

As far as justing shooting the T4 Reactionary World, that's hard to do if there is a base protecting it. We have found out the hard way that Reactionary Worlds in the hands of an Aquaran deck is a nasty thing t have to face. The Robber Baron and Invasion cards are ones to consider . . .

I can think of several cards that would stop that Robber Baron in its tracks.
How about A2 Methane Atmosphere for starters! :)

A4 Planescape is the natural combo with RW; it's pretty much standard
procedure in our group.
I'd think a World Collector would be a good way of getting rid of one, if I
had a World Collector that is... :/

It would work on reactionary world, but it would not prevent its ability.
Please try to provide the exact wording on the cards you are questioning, it makes it a lot easier for everybody.
