I made 4 decks to teach some of my friends how to play a while ago. I kept putting off posting them because typing them all will take a while, but I think it'll be good to spur discussions if I put them up. The idea was for them all to be somewhat balanced for play against each other, but still to have good cards in them. I tried making decks without using promo cards, but people found them boring and relatively uninteresting to play. Here's what I think is the "best deck" I've made. I'd like them all to be of a power level similar to this deck, so use it as a baseline when you read the other decklists.

Any thoughts on ways to improve this? I have a fiar amount of cards, but very little from some of the rarer sets.

I noticed the 3 Violator Pirates which you have one each. If you need more of the Violator Pirates I can send them to you free.

Well then in order to truly be pirates, and stealing your resources, you will need to beef up your Luck cards.
You need Divergent Anomaly and Temporal Corrections.

oh, and load up on C5 Rogue Couples.
They are the height of piracy.
You might want to convert over to a Leopan deck, with a pirate minor empire for support.
Leopan's can steal a lot. Check out their crew cards.

Consider adding some useful pirate themed cards such as R/A5 Pirate
Hook, makes crew combat capable, and R/A4 Walk the Plank which lets u
discard a card from your opponents hand when he causes a pirate card to
be discarded. L6 Pirate Cache on a pirate system will be helpful as well.
