Subject says it all.

Since terrain can be fired upon (and destroyed) by heavy weapons, doesn't
this make terrain cards units?

No. A Unit is specifically defined as a Ship, Base, or Dragon. See Unit under Definitions.

A Terrain is a Standard Target, as defined under the Weapons Fire section.

I think MogwaiSC is confusing "Unit" with "Location"....since there was a
thread elsewhere that discusses what a location is. Terrain is definitely not a
unit....except in the case of Vektrean Terrain/Bases...
