-The terrain card is a location. I'm not sure the rules cover this, but logic would dictate anything played to a location that is against a fleet would also be considered against a fleet unless the card allows otherwise.
That location, in your above example, is against the opponent's fleet. So the Black hole shows up right next to my Reactionary World. The ship/base played to the Black Hole is played to a valid terrain location. That location is against the fleet, so the ship/base must also be against the fleet.
I don't know if this is possible, but instead of "against the fleet" let's pick another location--the Time Origin. If you could conceivably play terrain to the Time Origin, any ship or base played to the terrain would also be in the Time Origin. Same logic, both are considered locations, both should work the same way unless i'm missing something that isn't obvious in the rules.
I'm not sure if this would allow card functions, however, that are triggered if against a fleet as some may assume it is played to a location belonging to the opponent. That's my thoughts, i'll stop confusing the issue and wait for the real answer.....Lobo
