My question is about using the heavy weapons from a patrol ship. I had a POT Plasmatic nebula in play, and played a patrol launch/ship.

Does the nebulas ability to use a heavy weapon for free allow me to shoot my heavy weapon on the turn the patrol ship is played?

Where can I find this info in the rules/erata?

I would say no, it would have to be in play during your allocation because you have to Arm the weapon with the ammo point even if the point is free.
