Besides the E9 Future Ship and the empires which can use Adapted Technology, are there any non-Crew cards which allow the use of Foreign or Exclusive Technology?

If you're playing Vektreans, I believe you can use foreign technology ad regular tech, and exclusive tech as foreign. I don't know if that applies to using Vektrean ships as a minor empire inside your deck.

Right, Vektrean, Bolaar, and Allied ships can use Adapted Technology. What I'm looking for are those cards which allow the use of Foreign/Exclusive Technology (like the E7 Future Ship, or C2 & C3 Engineers, etc.).
