varies greatly depending on play style.... group vs duel, defensive  vs offensive, and deck size, maybe other factors as well.  with 120 cards or there abouts I would say 10%average.  But I have played with 0-25 %....depending on the cards which you declare as "save" cards

I typically run about 25% reaction cards for most decks I build. I've been
trying to improve that though. I find them more necessary/useful in duels
compared to 3+ player games.

Duel average deck size 90-100 10%.. I gave more cards towards killing him.  soince after he plays I play.

Group average deck size 150 17-20 % because if player 1 deosnt kill me, player 2 gets a chance and then player 3 may finish the job at my SHQ.

In our group the average deck size is probably 200. My Bolaar deck for
example is 200 and it has 40 luck cards in it, as well as 8 R/E2 Repulsion
Beams and 8 R/E3 Shroud Web Device. It also has 4 R/O5 Tactical Retreat.
